Outlook Junk EMail Filter

I'm using Outlook 2007 with Exchange Server 2003 on the back end. Cached
mode is enabled. Junk Email filter is set to "Low: Move the most obvious
junk e-mail to the Junk E-mail folder". Nothing is listed in the Safe
Senders/Recipients list and Blocked Senders list.

Outlook seems to think that ALL email NOT coming from Exchange server is
junk mail. They all go to Junk folder. I got the same result when using
OL2003. I thought OL2007 works better than OL2003 but apparently it is the
same. Is this how the filter is supposed to work when enabled?

I agree - double-check the IMF. Also make sure there aren't any
third-party junk filters or custom anti-spam rules in place.

I'm the only person with cached mode enabled. The rest don't use cached
mode.

I'll take back what I said earlier. I can't say for sure if all email are
considered spam because my incoming mail traffic (from the internet) is very
little (less than 10 a day). What I know is that with OL2003 junk filter,
more than 50%% of incoming mail goes to Junk E-mail folder.

I've only used OL2007 less than a week. I'll have to wait a few more
days/weeks to see how OL2007 filter works.

IMF is set as follows:
Gateway blocking: 8 and Reject
Store junk e-mail (move to junk folder): 5

Without Outlook junk filter enabled, things work as expected. I only see
mail with SCL value of 6 and 7 in the Junk E-mail folder. The rest goes to
Inbox. What could be bad in IMF?

There are no 3rd party spam filters or anti spam rules other than that on
Exchange server 2003 and Outlook Junk mail filter.
