This question would probably be better asked in the
microsoft.public.exchange.admin newsgroup, since that's where the Exchange
administrators who deal with these issues every day can be found. My hunch is
that SharePoint might be the right solution.

I can tell you, though, that #1 is not an option. .pst files don't support
shared access.
