Actually, I found the answer in MS Office Online. Even though it said
"Applies to Outlook 2003", it worked for 2007. In Contacts, on "Actions"
menu, point to "Call Contact" and click "New Call". Click "Dialing
Properties". Click "New". Select the options you want. I was able to change
the default.
