I suspect what you may have encountered before was a corruption in your TAPI
settings. On such occasions, Outlook may allow you to enter information into
its phone fields in any format you want without nagging you for the TAPI
settings, since it "thinks" the settings have been established. But it will
never do so under normal circumstances, nor can it be configured to do so.
If you dialing location is not set, it will not let you enter data into a
phone fields until you set it. Once you do, you must abide by Outlook's
masking.
