There is no "easy" way to recover either the password, or the data. You
can try the various password crackers, but most will be unable to
recover strong passwords in any reasonable amount of time. If you do
decide to pay for a password cracker, I'd recommend getting a trial
version to see if it can recover a simple password, since not every
cracker will work for every version of OneNote.
