Well, the days when we got 5 pounds of handbooks for each application
are long gone :-( :-(
But there's quite some information available.
#1: The Help feature in ON.
On it's start page there is a link to an introduction.
#2: There is a "Guide" notebook in the default "OneNote notebooks"
directory.
Just open it with "File | Open.
#3 There's tons of articles, demos and webcasts on ON in the OneNote
section of the "MS Office Online" website:

Start with "Getting started" and/or "OneNote 101" there.

and two short reference guide.
