I'm glad the issue is gone. What you reported (disabling the icon and
still seeing the new SN upon startup) still points to what Ben was
suggesting - somewhere among the many places where programs can be set to
run upon startup was a separate shortcut doing that. If the problem
recurs, you should check in all of the normal startup places to find any
additional OneNote icons.
