Permitting read only access to a notebook

I am planning to use OneNote as a knowledgebase tool and initially at least
want to restrict users from being able to add or modify the notebook.

I cannot see how this is possible, I only appear to prevent access totally
by password protecting each section.

Am I missing something?

Use NTFS or share permissions to grant your users read-only access to
the .one files in question. When you do that, they can change their
local copies (e.g. by adding annotations to them), but none of the
changes will be reflected in the real .one files.
