The update was released this past Tuesday. It has a security fix in it,
so it is listed as a security update, but it also includes a number of
SharePoint performance updates and some bug fixes.

I don't think there is a blog entry, but you should be able to find the
information if you search for the KB number (sorry, don't have it handy)
on Microsoft's support site.
