Michael,
I use ON 2007 daily and have at any time 6 or more notebooks open within it
, each with many sections, subsections, pages and subpages. I can close ON
and every time I reopen it it opens to the last notebook/section/page that I
was working on, which is standard and I believe is what you're not seeing.

May I ask a stupid question? How are you reopening ON? Could it be possible
that you are using the tray icon, which actually opens a sidenote ( a blank
ON page in the unfiled notes section, which if maximized would open
maximized the next time) by default? If so, try opening ON from the Start
Menu and see if that helps.

The tray icon by default opens a new blank page, a sidenote. However, if you
choose, you can set it to open the full ON by right clicking the tray icon,
selecting options/Tray Icon defaults and select the desired behavior.

My personal preference is to leave the defaults for the tray icon, allowing
me to take quick notes without launching the full ON and having them
automatically saved in the unfiled notes section of ON every time I close
the sidenote. If I want to go to the full ON, I launch it from the start
menu and it opens to my last point automatically.

It was just a thought. Hope this helps.

Michael
