After doing a screen clipping that was inserted into a OneNote notebook page,
an arrow was drawn over the top of the clipping to draw importance to a
specific part of the clipping. However, when the container with the image is
moved, the arrow does not move with it. Is there a way to anchor the arrow
to the image clipping? This would apply to text added over the top of an
image / clipping as well.

Unfortunately, no.
Anchoring, or grouping elements on a page, is high on the wish list for the
next version of ON.

Thanks John,
I did discover that if the Section is saved as a WebPage, it does in effect
hold the arrows in place. However, saving as to MS Word was a dissaster.

I also did some experimenting. Seems you can take the first screen
clipping, then superimpose the new image onto it, then take a screen
clipping of the combined image. Finished result is attached.

Yes this is viable as a workaround.

OK, fine. There's tons of free sites for uploading images meanwhile.
And it's easy enough to activate IIS an create one's own FTP-site.
