Does nothing pop up when you click on the "All Notebooks" icon, or do you
just see a list of Notebooks pop up and no Sections or other data?
There should be several chevrons (symbols in the UI shaped like << or >> or
^^) which will expand or collapse to show/hide content. Do you see those?
What happens if you click on one?
You mention that you are doing a lot of opening of Notebooks from Explorer.
Once a Notebook is opened in OneNote you shouldn't need to keep opening it
up that way unless you are repeatedly closing the Notebooks too. Can you
confirm that you have a few Notebooks listed and that you haven't closed
them all?
