You either need to apply the theme Blue Calm to your site as a default for all pages
or create that custom nav bar on the live site if it is running the FP 2002 SE

If the theme is not your default theme for the site it requires creation of the nav bar on a site running the FP 2002 SE

Stefan,
Thanks again for your reply. I'm not sure I understand. In creating the nav
bar initially, I chose the Blue Calm theme, then I copied the nav bar onto
every page of the site. When I go back into FP and check each nav bar
individually, the Blue Calm theme shows as selected under "Styles". So
doesn't that mean it is "applied" as the theme?

And what do you mean create the bar live? You mean open up the file from the
Internet?

Thanks again.

Open the site live on your server in FP

Stefan,
I did as you suggested but all that did was download the files to my local
computer. I also tried to change the theme to Blue Calm, but that changed the
entire look of the site. Finally, I just went back in, deleted all the nav
bars and re-created them. Now it works. Please see
www.atlanticpartnerscorp.com.
I am still terribly disappointed and perplexed. I am new to FP, but the
learning curve on it is enormous and it doesn't seem to be worth it for the
results I get. It is an extremely difficult program to use. If I could, I
would return it.
At any rate, I thank you for your help, I am sure you put me in the right
direction for the eventual fix.
