Just a badly setup one. :(

There's an existing public /24 that we carved out a few smaller chunks
from so we wouldn't need to renumber... at this point, renumbering
would probably have been less work.

Just out of curiosity, what type of environment would have such an
overlapping subnet?

It seems like CIDR/VLSM on one network, and a legacy private network?
Some kind of inter-facility or inter-organization gateway?
