José, there's a pending upload on the mentioned package because you've
set a license on your work which seems to be incompatible with
upstream's license. Can you please review it and relicense if you
agree?

TODO: upstream is under the Artistic license, changes by Jose and
others are GPL. AFAIK, these are not compatible. Jose, are

The policy example doesn't handle noopt correctly and you corrected
that. So you too seem to think that the policy is not everything ;)

Creating completly unused code just for the sake of it is never a good
idea in my book. I would still advide to remove it.

Does anyone on debian-perl disagree?

This package is for a fairly specialized use; not sure if even the Perl
group wants it. I'm not currently using using this gateway anymore,
so I figure I'll put the RFA out there.

This is Business::OnlinePayment::OpenECHO, an Business::OnlinePayment
backend module for ECHO. It is only useful if you have a merchant account
with ECHO: http://www.echo-inc.com/ (also see http://www.openecho.com/)

I've just committed (but not tagged) Rev 15812 to add the missing
dependency. Everything else looks reasonable. I'd appreciate somebody
