You are assuming that there is an *authoritative* list of all the places
that tomatoes come from, so that if we cross off the ones that have been
ruled out, only those places that remain on the list could be a problem.
I suspect there is no such list. Also, the FDA might be concerned
about political fallout from naming a state or other political region as
having "deadly tomatoes" when, after testing, none are found.
Furthermore, taking the first two points together, if tomato-farming
regions *want* to be on the "cleared" list, then *they* will take
actions to try to see that the FDA puts them on it.
