Not sure whether you need CS2 or 3 for the 400D (is the 400D the
latest Rebel? If so you likely need CS3 if not CS2 should work)but in
any case you can use the free DNG converter. Of course Adobe no
longer sells CS2.

ACR 3.6 (CS2)and higher supports the 400D.
