It's just a malicious pop-up advert. Either college humour are hosting it
intentionally, or their advertising partner are hosting it without telling
them. Don't bother with 'cancel' or any other such buttons it offers you:
they're just an attempt to persuade you that you're opting-in.

If your browser isn't blocking it after you've chosen all the blocking
options, you can't do anything about it. If it still annoys you, stop
visiting the site.

Or use a better browser. Firefox plus AdBlock Plus gives you the
absolute best ad-free browsing experience of them all.
