you could establish an admin password, then lock the TCP/IP
control panel into either being turned off, or locked into a fixed
IP address that is unlikely to be usable.
You could remove the TCP/IP control panel and any extensions in
the system folder that relate to networking. Of course, I guess
he could put those parts back.
