It didn't require authentication when I tried it after reading your
post, so either the problem is unique to you or it's been fixed at the
source.

Do you need a French localization of Net Monitor?

As not unusual for anonymous FTP servers, the username should be "ftp"
or "anonymous", and the password something like a TRUE email address.
