Microsoft disagrees with your reasons for wanting to write game
uninstallers to the Windows folder.

Badly written programs sometimes try to write user data to system areas,
such as the Windows or Program Files folder or a registry key that
affects all users. In Windows XP, running this type of program as a
standard user would probably cause the program to fail. With Vista,
those operations are intercepted and written to a virtualized location
in your user profile. The program thinks it wrote a file to the Windows
folder, but the actual file appears in your profile.

  Kharkov : Disaster on the Donets - announced

Hi,

SSG's new baby - well, "new" is maybe not entirely correct as the
press release describes it as :

"A synthesis of the very best elements of two critically acclaimed and
top-rated game systems, Decisive Battles and Battlefront, and a
successor to both"

The screenshots also show the familiar SSG style of operational level
warfare

What will need some extra clarification is this bit :

"Perhaps the most innovative new feature of Kharkov: Disaster on the
Donets is the on-map area of operation and mystery variant system.
This new system takes away the advantage of hindsight by restricting
mass unit relocation while allowing the areas to change as you achieve
your objectives, with mystery variants keeping the opponent from
predicting your limits. These new rules represent a realistic modeling
of historical command restrictions and add a new and fascinating layer
to each side’s decision-making."
