If people don't use a PRF when they post a question there are three
possible reactions:
1. Ignore the question altogether, which does a disservice to the
community - particularly new users.
2. Try to answer the question based on incomplete information, which
often wastes everyone's time.
3. Send a request for a PRF so that people know that this is the
expected protocol.
