We keep hearing from those mindless morons of the troll brigade how
everything Linux runs under Windows. Of course this isn't true, or even
accurate, it's just FUD.
Here is another application that won't run under Windows.

More likely that Windows seems a totally unsuited platform to run
Quagga on. Or to put it another way, no one in his or her right mind
would want to run it on Windows.
A bit of common sense is needed here - 'everything Linux runs under
Windows' should not be interpreted in a pedantic manner.

Do you want to tell us that windows isn't suitable for classes of software
linux has no problems running?

Besides which, I can run it in VirtualBox under Windows - which actually
makes it a Windows program by your buffoonish reasoning.

"Porting Quagga to other platforms is not too difficult..."
If it's useful and decent software it will often be ported to Windows - the
most popular OS in history, with the greatest set of apps and games and PC
hardware in history.

Windows OS is not really adequate for routing so it is not surprising that
most routing software targets *nix OSs (e.g. Linux or *BSD based) only.
