Not sure what you call a "polisher". David Gay (then of Lucent, I
believe) wrote an f2c translator, which is available at
http://www.netlib.org/f2c
It handles only fortran 77, though.

I'm pretty sure it was a companion to F2C that prettied things up a bit.
There was a link to it on my web site, but it appears to have been
intentionally removed from the nag web site.
