He awards government contracts in excess of $100,000 without competitions.

He gives friends and associates plum postings and contracts just below the
$25,000 competiton limit.

He explains it all away as regretable "administrative" errors etc. He is
very upset that the Liberals would question his integrity. "That is so
unfair. That is just typical of you".

He must believe the best defence is an arrogant offence.
He's another cheating, lieing, creep that won a popularity contest based on
false promises like the "income trust" hands off promise. Where do we find
these losers?

They should have the RCMP look into criminal charges for Flaherty and any
other thieving Minister that awards contracts under the table, skirting
rules they themselves made. Time in jail might bring the rules back into
focus for Flaherty.

A teacher was shot to death in northern Afghanistan after he gave a
speech condemning suicide bombings, officials said Wednesday.

Abdul Hadi criticized such attacks as un-Islamic and un-Afghan during
a speech Tuesday in the Archi district of Kunduz province, said Khair
Mohammad Subat, the provincial education department director.

Hadi spoke at a gathering of about 700 people, including the Kunduz
governor, and was on his way home when he was killed, Subat said.

Kunduz police chief Gen. Mohammad Ayub Salangi said police were
investigating. No arrests have been made.

In January, Education Minister Mohammad Hanif Atmar said the number of
students and teachers killed in Taliban attacks spiked in the past
year in a campaign to close schools and force teenage boys to join the
Islamic militia.

According to UNICEF, there were 236 school-related attacks last year.

In central Logar province, meanwhile, education department director
Kamaluddin Zadran said three girls schools have been set ablaze in the
past three weeks.

JPMorgan Chase & Co will begin trading physical oil by year-end, increasing
its exposure in a market that could rise to $200 a barrel, the bank's global
head of commodities said on Wednesday.

The bank plans to expand in commodities and energy trading, Blythe Masters
said, despite expectations of job cuts in other areas as it prepares to take
on staff from Bear Stearns at the same time it deals with turbulent
financial markets.

"We will start trading in physical oil and refined products by the end of
this year," she told Reuters in an interview.
