Begun in AD 122, during the
rule of emperor Hadrian, it was the third of four such fortifications
built across Great Britain, the first being from the River Clyde to
the River Forth under Agricola and the last the Antonine Wall. All
were built to prevent military raids on Roman Britain

The wall marked the northern limes in Britain and also the most
heavily fortified border in the Empire. In addition to its use as a
military fortification, it is thought that the gates through the wall
would also have served as customs posts to allow trade taxation.
http://en.wikipedia.org/wiki/Image:Hadrian%%27s_wall_at_Greenhead_Loug...
.
Hadrian's Wall was built following a visit by Roman Emperor Hadrian
(AD 76–138) in AD 122. Hadrian was experiencing military difficulties
in Roman Britain and from the peoples of various conquered lands
across the Empire, including Egypt, Judea, Libya, Mauretania, and many
of the peoples conquered by his predecessor Trajan, so he was keen to
impose order. However the construction of such an impressive wall was
probably also a symbol of Roman power, both in occupied Britain and in
Rome.
.
The wall was garrisoned by auxiliary (non-legionary) units of the army
(non-citizens). Their numbers fluctuated throughout the occupation but
may have been around 9,000 strong in general, including infantry and
cavalry. The new forts could hold garrisons of 500 men, while cavalry
units of 1,000 troops were stationed at either end. The total number
of soldiers manning the early wall was probably greater than 10,000.

They suffered serious attacks in 180, and especially between 196 and
197 when the garrison had been seriously weakened, following which
major reconstruction had to be carried out under Septimius Severus.
.
The wall remained occupied by Roman troops until their withdrawal from
Britain.

In the late fourth century, barbarian invasions, economic decline, and
military coups loosened the Empire's hold on Britain. By 410, the
Roman administration and its legions were gone, and Britain was left
to look to its own defences and government.
.
Provincial government

Under the Roman Empire, administration of peaceful provinces was
ultimately the remit of the Senate, but those, like Britain, that
required permanent garrisons were placed under the Emperor's control.
In practice imperial provinces were run by resident governors who were
former senators and had held the consulship. These men were carefully
selected often having strong records of military success and
administrative ability. In Britain, a governor's role was primarily
military, but numerous other tasks were also his responsibility such
as maintaining diplomatic relations with local client kings, building
roads, ensuring the public courier system functioned, supervising the
civitates and acting as a judge in important legal cases. When not
campaigning he would travel the province hearing complaints and
recruiting new troops.

To assist him in legal matters he had an adviser, the legatus
iuridicus, and those in Britain appear to have been distinguished
lawyers perhaps because of the challenge of incorporating tribes into
the imperial system and devising a workable method of taxing them.
Financial administration was dealt with by a procurator with junior
posts for each tax-raising power. Each legion in Britain had a
commander who answered to the governor and in time of war probably
directly ruled troublesome districts. Each of these commands carried a
tour of duty of two to three years in different provinces. Below these
posts was a network of administrative managers covering intelligence
gathering, sending reports to Rome, organising military supplies and
dealing with prisoners. A staff of seconded soldiers provided clerical
services.
Accordingly, an arrest
was first made of all who pleaded guilty; then, upon their
information, an immense multitude was convicted, not so much of the
crime of firing the city, as of hatred against mankind. Mockery of
every sort was added to their deaths.
Islam will replace the collapsing western christian USA Empire in
exactly the same way as more and more money is spent oppressing
muslims the western chrstian / USA Empire is bleeding to death
.
The War in Iraq Costs
$556,569,645,868
See the cost of war counter for your community:
http://www.nationalpriorities.org/costofwar_home
.
The present USA debts contain so many zeros it no longer means
anything . they can never repay a fraction of the debt , their aging
population and crumbling infrastructure can no longer even sustain its
own citizens needs

civil war and riots will destroy itself as happens in all Empire last
days

Hadrian's Wall (Latin: perhaps Vallum Aelium, "the Aelian wall") is a
stone and turf fortification built by the Roman Empire across the
width of what is now northern England.

A staff of seconded soldiers provided clerical
services.
See how they do it!?

Now the US government will only throw them a financial life
saver and permit them to continue to operate, if they become
a commercial bank, because THEN they come under the regulatory
controls which never applied to investment banks and have allowed
the massive rorts which are now bringing down the US economy!!!

Well Done Investment Bankers.. in any just society you
would be marched out and SHOT!

Here you run for parliament so you can fund your mates losses
when your career-making debt-and-derivatives bubble BURSTS!

"The transformation of Wall Street picked up pace on
Monday as Goldman Sachs and Morgan Stanley, the last
big independent investment banks, moved to restructure
into larger, less risk-taking organizations that
will be subject to far greater regulation by the
Federal Reserve." - NY Times 22/9/2008

"The changes came after Goldman and Morgan Stanley
on Sunday night received permission from the Federal
Reserve to become bank holding companies. The change
means they will be able finance their activities with
insured deposits but in return must reduce the amount
they can borrow to make the kind of big trading bets
that drove huge profits, and massive bonuses for
executives, over the last several years of Wall
Street’s latest Gilded Age."

Reminds me of the Gilded Youth, close shaves and cut throats..

"Morgan Stanley moved quickly into the new era on Monday,
announcing that it planned to sell up to a 20 percent
stake in itself to Mitsubishi UFJ Financial Group, Japan’s
largest commercial bank, for about $8 billion. B^p

"The changes, which came as Congress and the Bush administration
rushed to pass a $700 billion rescue of financial firms,
amount to a blunt acknowledgment that their model of finance
and investing had become too risky and that they needed the
cushion of bank deposits that had kept big commercial banks
like Bank of America and JPMorgan Chase relatively safe amid
the recent turmoil."

Including the previous Republican Socialist bail-outs of
failed and failing Capitalism, that totals $1.3 Trillion!

Here's the problem, will the world keep lending the
Sick USSA economy money.. or will the Republican
administration PRINT MONEY leading into hyper-inflation?

And if the world (China) does continue to fund American
consumption, the USSA aren't doing anything productive
which would enable them to pay back their multi trillion
national debt! He said if US
banks start withdrawing "huge sums of money",
we could see further pressure on interest
rates as people compete for funds. "They
are saying that this could lead to a downturn
in the world's largest economy," he told radio 3AW.

Mr Costello said if this happened, domestic
lenders would lose money, Australian
institutions would charge higher lending
rates to recoup higher borrowing costs,
and exchange-rate sensitivity would affect
Australia's competitiveness.

"This is a very, very big risk out in
the international economy at the moment,"
he said.

"And believe me, Australia will not be
immune.
http://www.russiatoday.com/employee/27
September 22, 2008

Last week Condi Rice proclaimed that Russia risked international
isolation on the back of its foreign policy decisions regarding the
Georgian war against South Ossetia. Some members of the EU want the
political-economic block to “get tough” with Russia. And NATO is
tipping all over itself with rhetoric, but is also at an almost
complete loss when it comes to a coherent Russia policy. Russia can’t
be isolated. And the more anyone attempts to do to this, the more it
will divide the West and endanger global security.

Since the end of August, it is obvious the West (and Western-
controlled institutions) is long on cheap talk and preciously short on
concrete actions. As far as I am concerned, the reasons for this are
very simple and summed up with the following words: hubris, hypocrisy
and indecision.

It never ceases to amaze me how the West (particularly the U.S. and to
some extent the UK) lash out at Russia when Moscow reacts to protect
its own and very immediate security concerns. The West does whatever
it wants to not only protect, but also to advance its security
interests wherever it wants globally. It would seem we live in a world
when only the West is allowed to determine who can be secure and those
who are not allowed this privilege.

However, the hubris of the West is gravely flawed. The global security
architecture it created with the end of the Cold War assumed a long-
term weak and pliant Russia. It was assumed that Russia knew its
place. Well, since August Russia does know its place! It will no
longer play the role of a puzzle piece in someone else’s global
design. And there is little, if anything, the West can do about this.
Calls to isolate Russia really mean that Russia should be punished for
doing what the West does.

Let’s take a look at the some of the areas where Russia could be
“isolated.”

How about energy? Can the West, particularly Europe, wean itself off
Russian energy any time soon? Of course not. There is every indication
that Europe’s dependency on Russian energy will actually only increase
– not decrease! Those who desire to politicize energy relations will
only end up with a pipe dream of disappointment. A realist, like me,
asks the following question of Europe: Would you rather have energy
from Russia or Iran?

How about discouraging investment in Russia? Again, this is very
unlikely and counter-productive. Having been an investment banker, I
recall the most important commandment when it comes to making money:
“Greed is more powerful than fear!” Russia does need foreign
investment, but not if the political cost is too high. And the Russian
market is simply too large and too lucrative for foreign businesses
and investors to ignore.

How about completely disregarding Russia’s regional security interests
by rapidly expanding NATO? How about openly pursuing what the alliance
has been doing since it broke its promise not to expand eastward – to
completely isolate Russia by surrounding it? This is a possibility,
but very unlikely. NATO would risk the alliance’s very existence by
doing so. John McCain, Sarah Palin, the Poles and citizens of the
Baltic republics might want to fight Russia for Georgia, but the
French, Germans, Italians, Greeks, and others never will. It is
amazing how the small countries of NATO continue to demand the larger
(and “older”) ones to fight their battles for them. And it is pitiful
that they do this in the name of democracy. Many of NATO’s new members
continue to have serious issues when it comes to democracy. But, alas,
that is overlooked because they historical axes to grind against
Russia. Dick Cheney couldn’t be happier.

How about putting Russia on probation in such institutions as PACE,
the Council of Europe, or the OSCE? This is just fine. And if this
were to happen Russia would withdraw for good and never return.
Without Russia’s membership all these organizations and others like it
would become even less relevant than they are today. Plus, don’t
forget, Russia pays its dues to all these international organizations.
These “super-NGOs” are in for some tough (financial) times. Western
governments will be hard pressed to keep funding “vanity projects.”

How about the West dealing with Iran, the so-called war on terrorism,
North Korea, nuclear proliferation, Afghanistan, the drugs trade, and
the spread of weapons of mass destruction without Russia? I am not
worried about this. Russia will work with the West on all these issues
because it is in Russia’s interest. But there will be important
caveats. Russia will not go along to get along any longer. When
dealing with all these important issues and more, expect Russia to be
only as helpful as it is for the international order. If continued
Western double-standards, hypocrisy, and indecision are involved,
Russia will fall back on the default position of defending its own and
regional interests – just like the West does.

It is very hard to conceive of Russia being isolated on the global
stage. Who benefits from this? All of this is for a tinpot
megalomaniac demigod in Tbilisi? “Isolating Russia” sounds nice as a
Western media soundbite and cannon fodder for some politicians, but in
reality it makes no sense at all. The West’s geopolitical order is
collapsing. The last thing the world needs is a Russia punished for
doing what any other rational important actor would do considering
current geopolitical realities.

No treaty without a clear understanding of traditional lore.

One big idea that has been around for years is that of a treaty. A
renewed treaty/treaties conversation between indigenous and non-
indigenous peoples is critical for the future of our children, and I
believe it will also enhance the future for all Australian children.
A treaty is a binding contract not a conversation
And before any treaty are able to be negotiated the must be an
integration to Traditional lore in to the Current legal system.
It may be clearly argued that the Lore passed down from the elders is
still strong.
And the eyes of the members of the sacred chambers of lore the judges
that sanction traditional lore see that the society that surrounds
them are Lore less.
That there are many unnecessary statute laws that directly conflict.
With traditional religious and cultural matters, showing a total
ignorance to all the facts on the workings of traditional lore.
Causing excess burden upon the people.
Leniency of Westminster laws on the perpetrators of those that touch
and rape and commit incest under traditional Lore are dealt with
swiftly and by the hand of the people that are so affected by these
heinous crimes under full sanctions of traditional lore. Not pay back
natural justice.
Those that cause a death by miss adventure/ malice are obliged to take
responsibility
By turning them self into the custody of judges and diplomats whom
liaise with the sacred chambers of lore.
Those that cause a death intentionally must present to the lore
keepers for their punishment.
Punishments that are clearly explained to all people as they ascent to
the lore as their right of passage to adult hood. Not capital
punishment Natural justice.
For those that transgress the lore and do not seek the sanction and
protection of the lore are then probably victims of PAY back or
suicide. As an untimely death causes all passions to be ignited and
the only Justice to the bereaved is for the perpetrator to take
responsibility by taking sanction while awaiting his punishment.
There are In Traditional lore monetary fines or confiscation of
valuable items as penalties for breaches of lore such as trespass and
theft. Then the most important lore’s are the lore’s of skin and moral
lore’s socially acceptable lore’s that clearly state who you can
approach to marry. Religious lore’s that sings recording and
protecting sacred objects constitutions and title deeds fluid song
lines.
Preserving spiritual connection and the traditional way land is passed
through the generations; from Father to daughter mother to son without
these balances in reality there is kayos and ignorance to all the laws
that are enforced to control human’s animal behaviors.
All can understand traditional lore the lore from all time is clearly
simple and is only complicated by those that attempt to break the lore
clearly endeavor to shirk responsibility.
There can be no treaty with out full recognition of the lore’s that
govern the nations with in this Nation.
