what does this mean?

head office notam on a weather forecast 10/01/2007

NEWMAN (YNWN) C257/06
PAL + AFRU OPR FREQ 119.6
FROM 12 140000 TO PERM

now I decoded that as from midnight zulu on the 14 december 2006 the
frequency changed.
flew from there today and nothing has changed. the frequency on the
erc low is still in use.

sooooo I need a second set of eyes to decode the time date group.

I find this stuff stunningly inspiring.
Newman has commercial jet traffic and it is essential that all
aircraft in the ctaf are on the correct frequency. this wanketty wank
coding is a safety issue.

Newman's ctaf freq btw was 126.7 yesterday and today.

PAL = Pilot Activated Lighting

AFRU = Automatic Frequency Response Unit (iirc) 'beep back'

All PALs have a AFRU, otherwise, if you couldnt see the lights, you
wouldnt know they have been activated.

NOTAM sounds like the frequency to use to turn the lighting on, has
changed.

Nothing about the CTAF frequency changing.

the pal though it is the frequency.

The problem is the totally unnecessary (these days) abbreviations used
where plain English could save lives.
I know it was necessary back in the days of steam and morse, but FGS
let's move with the times.
Plain English weather, notams and regs would reduce the potential for
catastrophic misunderstandings.
