TIBA Procedures

Could some kind soul please post a link to TIBA procedures.
I can not find any reference in MATS, or on the AsA, CASA or Civilair
websites.
I guess it is in a NOTAM or AIC format but so far have had no luck
tracking these procedures down.

There is also a Head Office NOTAM which says pretty much the same as AIP:
