No flight plan filed.
So only when the relative became sufficiently concerned about the
non-arrival could a search be started. It isn't clear from the story
whether the relative was expecting to meet the aircraft at the airfield,
or was simply expecting the occupants to arrive somewhere else at some time.

Just announced on 4BC that "light plane wreckage has been found 55Km North
East of Scone NSW."

From Sydney to Brisbane in controlled airspace - you don't need a flight

Even if you don't 'need' one, there's plenty of tiger country out that
way to warrant filing one I would have thought.
I heard on tha radio this afternoon that the a/c had not long left
Scone after a refuelling stop. I hate speculating on these things, but
I'm thinking water in the fuel? Time will tell.

No flight plan is required TO BE LODGED. A prudent pilot would certainly
plan and then implement a SAR time - especially if forced to transit
such tiger country in pretty ordinary conditions.
Better still, a prudent pilot would avoid such conditions.

They went into the top of a ridge in weather that kept most vfr pilots
on the ground......

You don't have to submit a flight plan to operate in controlled
airspace. However, ATC will have to get the details for your flight,
which may delay you getting a clearance, especially when busy.
