Folks,
I wondered if people could enlighten me as to the requirements to report
incidents to CASA.
I'll give you a scenario:
I know a bloke (dont we all??) who owns one of the home/factory built aircraft
you can buy that can be registered as GA or ultralight. His is registered as a
GA (VH-###) aircraft.
Bloke landed on a dirt strip a few months back, and the front undercarriage
collapsed as he turned around. Prop (wooden) shattered, and fibreglass cowls
damaged on the bottom. Visual assessment was there didnt seem to be anything
wrong with the engine sub-frame & mounts. However, he isnt a LAME, by any
stretch of the imagination.
I hear he has simply sourced a replacement prop, fitted a replacement nosewheel
asembly, and flown the aircraft across the state to have the thing looked at by
the service agent. To my knowledge, CASA havent been notified at all. Also, I
have some doubts that the services of a LAME (to assess the damage first-hand)
were used either.

How certain are you?
"I hear", "To my knowledge", "some doubts", "my understanding is".
In any case if in doubt report to CASA and DoTaRS (ATSB).

In the accident occurring in the first place? VERY.
If any effort has been made by the pilot to report it? No idea, but I doubt it.
I cant be really any more specific without leaving a blazing trail to the person
involved. Given I dont know the efforts they have made to alert the authorities
as to the incident, I am not interested in adding to the mess by sticking my
nose into it.
I am really asking what other GA pilots would feel their obligations are in such
an incident(where the accident happened to them).

Good grief! Not unknown in these cases for undetected crankshaft damage among
other things - or life seriously shortened. All he needs is flying with pax
over tiger country & have the crankshaft fail & he has effectively killed
himself & friend(s). That's why, as I understand it, a full engine pulldown is
required under these circumstances.

He will lose his licence for failure to report if he is caught. Also,
because of the prop strike the whole engine needs to be overhauled
because you don't know what damage was done inside the crank case.
This is what happened when our 172 UNR crashed. He could potentially
be flying with some major damage just waiting to conk out as he's over
the middle of no where
