Yes, three faulty systems at the same time.

The weather allowed a visual approach.

If the weather was such it did not allow a visual approach immediately,
there are
VOR and NDB approaches available at Manila.

Failing that, that aircraft (after dumping fuel down to the maximun landing
weight)
still had 5 hrs+ fuel remaining, which would have allowed lots of holding
at Manila,
or a diversion to Angeles, Subic Bay or Cebu, or back to Hongkong!
