If my memory's right, a police department in a large US city sent free
tickets for a sporting event (baseball or football) to the last known
address of some mid level crooks. Seems a high number turned up and the
cops just swooped and arrested that section of the stadium.

On the other hand it may be an urban legend as it's been a round for a
while.

Still sounds good though :-)
