About the Department that is PAID to deal with these criminals , but
chooses to ignore its responsibilities and enjoy millions of dollars
of taxpayers funds to attend functions and strutt around like peacocks
pretending to serve the people

You can't trace people who post through anonymous posting services using
the end product. You can only catch them if you already know who they
are, or if you control the anonymous posting host they first use to
enter the network. (hint: who do you think sets these things up?)
Once a message has entered the anonymous network it is encrypted, passed
between nodes a random number of times and subjected to a random amount
of delay each time it is transferred. Each time it is passed between
nodes the previous headers are stripped away and it is re-encrypted. By
the time it arrives at its destination it isn't even possible to
determine which country it originated from, never mind the individual
who wrote it.
