Description: Title Permit Resource Specialist/ Administrative Engineer Location New York - Rego Park Job Category Technical Support Job Responsibilities MWH is seeking a Senior Environmental Planner/Scientist with 5 to 7+ years of experience with multi-disciplinary public works projects in the northeastern US (preferably NYC metropolitan area). Responsible for the review and preparation of any and all documents (forms, lists, diagrams, etc.) associated with design and construction permit applications (federal, state, and local) for capital project specific assignments. Essential functions include providing document flow expediting services within the reviewing agencies and arranging/facilitating meetings with all associated regulatory and non-regulatory reviewing agencies or entities. Position reports directly to the MWH Deputy Program Manager, however day-to-day direction may also be given by the DEP, Permit Resource Division Chief. This position has no direct reports at this time. Fostering collaborative partnerships is critical to the success of securing permits and ensuring compliance. The Permit Resource Specialist core responsibilities include: ? Reviewing permits to confirm the permit conditions are typical and reasonable. ? Reviewing permit lists for completeness. ? Conducting permit audits on Capital Projects (both for design and construction) ? Answering questions on the permit process and address permit issues. ? Attending permit agency coordination meetings as requested. ? Providing BEDC Project Managers with as requested support on permits. Essential Functions: Support in securing required permits ? Provide resources (process flow charts, example applications, etc.) to Project Managers to assist them with managing the permit process. ? Provide general consultation with regard to regulatory agency requirements. Leverage the BEDC permitting database, common tools, templates, and resources as much as possible in order to improve efficiency, quality and consistency in approach to securing permits. ? Escalate and resolve permitting issues as appropriate to ensure on-time project delivery. ? Demonstrate solid knowledge of principles and practices of Federal and New York State and city regulations and associated processes as they pertain to permit management of municipal capital projects. Provide Bureau support for the permitting process ? Review project permit lists for completeness. ? Participate in the permit process by reviewing the application and coordinating the status with the Agency. ? Coordinate periodic permit process reviews and work with the project managers to identify ongoing process issues and concerns. Share knowledge, best practices, and lessons learned across projects. Critical Skills: ? Technical: Ability to administer processes and oversee permit needs for multiple projects both small and large-scale. ? Demonstrate solid understanding of NEPA and SEQR and other federal and state regulations. ? Have experience in working with regulatory agencies, agency consultation, and permit processing. ? Demonstrate knowledge, and experience in working with engineering facility reports and design and construction contract documents. ? Ability to review permit applications to ensure that they are complete prior to signature by BEDC man-agement and submission to the permit agency. ? Review permits to confirm that the permit condi-tions are typical and reasonable ? Administrative: Strong organizational skills, superior verbal and written communication skills, strong analytical and problem solving skills and facilitation. ? Adaptive, flexible, and ability to work under tight schedules to meet necessary deadlines. ? Attend frequent coordination meetings, working closely with the EHS Division to support the Bureau in successfully complying with DEPs Environmental Permit Management Policy. ? Meet regularly with key permit agencies to main-tain good working relationships and to prioritize the permits being pursued for BEDC projects. Critical Behaviors (in order of priority: ? Critical Thinking: Ability to break-down permitting issues into manageable parts. Ability to solve complex and ambiguous problems while anticipating dependencies and interrelationships. ? Collaboration: Exercises influence through communication, negotiation and relationship building rather than through formal authority structures. ? Creativity: Ability to identify unique solutions to permitting issues and project manager needs through a detailed understanding of permitting regulations. Primary Interfaces: BEDC Permit Resource Division, BEDC Project Managers, other Regulatory Agencies (local travel may be required). Job Qualifications Masters or Bachelors in Environmental Science, Planning or related discipline. Minimum of 5-7 years experience and capable of participating in and leading all phases of the application/permit process. Experience with multiple NY state and city agencies is a benefit.
