Job Description & Experience: Civil Service Title: Administrative Public Health Nurse Office Title: Nursing Preparedness Planner Division: Disease Control /Emergency Management Salary: $45,758 - $100,738 The Dept. of Health & Mental Hygienes (DOHMH) Bureau of Emergency Management (BEM) seeks a Nurse Practitioner to join their senior medical staff as Clinical Director to manage a wide range of public health emergency planning and response functions. The Clinical Director will work closely with BEM staff in the planning for the medical and clinical needs of NYCs population in a variety of large-scale public health emergencies. Examples of protocols recently developed, and requiring further refinement, include the set up of a system of emergency community-based clinics to provide large scale antibiotic or vaccine prophylaxis to most or all of NYCs residents. Reporting to the Assistant Commissioner in the Bureau of Emergency Management, the Clinical Director is a member of the Incident Command System (ICS) Liaison Working Group. Duties will include: 1) Assisting in the development and finalization of protocols, training materials, and training for DOHMH clinical and leadership staff. 2) Participating in the development and implementation of the agencys mass prophylaxis, isolation and quarantine plans, as well as tabletop and field exercises. 3) Further developing the medical field response capacity during incident response, which includes the set-up and management of Points of Distribution (PODs), used to distribute medicines to the people of NYC in the event of a public health emergency. During times of emergency, DOHMH organizes around a paradigm known as Incident Command System (ICS). This system divides the agencys resources into various functional areas needing coverage in the event of a public health emergency. The Clinical Director is the leader of the Medical & Clinical area and works closely with other senior BEM staff and DOHMH leaders to support and implement efforts before and during emergency events. This position is expected to work non-business hours during emergencies, trainings and exercises. The ideal candidate will: - Be a board-certified Nurse Practitioner with a valid New York state license. - Have a Masters in Nursing, Public Health or a related field. - Have a minimum of 4 years of recent experience in public health, hospital nursing or a related field, with at least 18 months of this in an administrative, managerial, executive, consultative or educational capacity. - Have experience developing emergency response plans and operating within an ICS environment. - Have experience in vaccination, clinical instruction and managing clinical services. - Have successful project management experience with complex projects involving multiple stakeholders. - Possess excellent communication (verbal & written), interpersonal and collaborative leadership skills.
