Description: International Program Quality Improvement Manager, M3 (A208P) Sep. 05, 2008 - Dec. 26, 2008 Location: New York, NY Salary Range: $82,363/yr - $104,080/yr (+ $1,850/yr location pay) Type: Full Time Department: AIDS Institute - HIVQUAL-International Description: Position will remain open until filled.

Duties: The Quality Improvement Program Manager will join a well-established & highly regarded team of public health professionals as part of HIVQUAL-International, an initiative supported by the NYS Department of Health AIDS Institute. This position is supported by funds from the Presidents Emergency Plan for AIDS Relief (PEPFAR) through HRSA to build capacity for quality management in supported countries. In addition, funds from UNICEF support HEALTHQUAL which focuses on improving well-child care including HIV care. HIVQUAL International began in 2003 in Thailand, & has since expanded to the PEPFAR focus countries of Uganda, Mozambique, Namibia, Nigeria, Botswana, Rwanda, Kenya, Guyana, & Haiti. This position involves coaching teams in PEPFAR focus countries to develop specific skills in performance measurement, quality improvement (QI), & quality management with the goal of building national capacity & capability of QI, resulting in improved HIV care in the focus country. The position involves up to 50%% time for international travel. Residence in NYS is not required. Specific duties include: provision of in-country coaching, mentoring, training, & support for development of capacity/skills in measurement, sampling, identification of opportunities for improvement, QI methods & tools; assessments of quality management programs at participating clinics; coaching & mentoring of in-country national program leads to develop these skills and to provide sustainability of national quality management programs; participation with the HIVQUAL International management team in policy & program development; regular participation in meetings & conference calls with country Project teams, funders & HQ-I staff to ensure continuity of HIVQUAL implementation. Opportunities for activities specific to data analysis, HR development, & QI educational program development. Qualifications: Minimum Qualifications: Bachelors degree & six years of progressively responsible experience in the management of health/human services &/or regulatory programs & in the operation or oversight of quality improvement programs, including a minimum of three years in a hospital clinic or public health setting. Experience must include development of systems for operation of quality management programs. The individual should be knowledgeable in the processes of quality improvement/management group facilitation team building and capacity building of clinical providers. A Masters degree may substitute for one year of the general experience. Preferred Qualifications: The ideal candidate is a seasoned QI professional with an advanced degree in a health-related field, with experience in developing, implementing, evaluating, & overseeing large-scale clinic-, city-, &/or statewide quality management programs; experience with quality management policy development; mentoring providers in quality management skills; quality management in managed care organizations; working with consumer & community groups; developing and providing quality improvement training programs for healthcare professionals; developing protocols for ensuring compliance with practice guidelines & regulations; other desirable quality skills; international work experience; strong analytical, interpersonal, oral, writing, & computer skills.
