More Info United Nations Core Values: Integrity, Professionalism, Respect for Diversity Responsibilities Under the direct supervision of the Chief of the Integrated Human Resources Management Regional Section and the overall supervision of the Chief of the Field Personnel Operations Service, Field Personnel Division (FPD), Department of Field Support (DFS), the Human Resources Officer provides support in the following areas: . Administration: The incumbent provides the human resources administration of personnel in peacekeeping field missions, including those at the Professional level and above, Field Service Officers, mission appointees, General Service staff assigned from other duty stations and locally-recruited staff. In this capacity, the incumbent exercises the appropriate delegated authority in personnel administrative matters and provides guidance to field missions in the application of policies and procedures by: - Approving and recommending approval of applications relating to various entitlements including but not limited to home leave, family visit travel, lump-sum travel allowance, separation benefits, annual and sick leave issues, dependency allowances, education grants, repatriation grants, special post allowances, hazard pay. - Examining complicated cases and carrying out thorough research and fact-finding, consulting with the Office of Human Resources Management and other departments as needed, and formulating submissions and recommendations as required. - Assessing mission recommendations on extensions of appointment/assignment, and making recommendations when non-renewal or termination of appointment has been recommended by the mission. - Under delegated authority, preparing recommendations for senior management approval for discretionary decisions or exceptions; and preparing recommendations to other offices holding delegated authority as appropriate. - In consultation with Medical Services Division and Head of Mission, reviewing and arranging medical evacuations of staff from field missions. - Carrying out review of performance appraisal reports and making recommendations on performance management issues. . Recruitment and placement: The incumbent will also provide effective support to peacekeeping missions, through effective recruitment and placement of the best qualified and motivated staff/external candidates to meet the operational needs of the peacekeeping missions in a timely manner, specifically: - As the Officer responsible for assigned missions, plan and manage the effective staffing of these missions. - Projecting and monitoring vacant posts, ensuring adherence to policies and procedures in filling of posts. - Liaising with Recruitment and Outreach Unit (ROU) on preparation of mission specific VAs. - Preparing job offers for successful candidates. - Participating in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures. - Preparing, reviewing and providing comments on budgets for peacekeeping missions; and - Taking part in mission visits. . Travel: The incumbent will also provide support in travel matters by discharging duties as Certifying Officer for travel of military and civilian personnel to the field mission by: - Managing the timely and efficient travel of Military Observers and UN Police to peacekeeping missions, and coordinate related administrative/financial matters within the FPD. - Supervising travel transactions (travel request, advances, claims) of official business. - Certifying travel authorizations in IMIS for civilian staff appointed/assigned to field missions, Military Personnel and UN Police Officers, and related shipment of personal effects. - Performing other functions if and when required. Competencies . Professionalism: Thorough knowledge of UN staff rules and regulations as well as HR policies. Knowledge of HR functions and procedures in peacekeeping or other field missions, in particular with respect to contractual arrangements and conditions of service of staff in peacekeeping missions. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. . Planning and Organizing: Effective organizational skills and ability to prioritize own work programme and that of more junior staff; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary. . Communication: Speaks and writes clearly and effectively; demonstrates openness in sharing information and keeping people informed. . Teamwork: Works collaboratively with colleagues to achieve organizational goals and solicits input by genuinely valuing others ideas and expertise. . Client Orientation: Establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients environment to keep informed and anticipate problems; meets timeline for delivery of products or services to client. . Managing Performance: Ability to appropriately delegate responsibility, accountability and decision-making authority; ability to monitor performance and provide feedback.

QUALIFICATIONS Education Advanced university degree (Masters degree or equivalent) in public or business administration, law, human resources management or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of 7 years of progressively responsible experience in human resources management, administrative law or related area. Experience in UN peacekeeping or other field operations is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official UN language, preferably French, is desirable. Other Skills Familiarity with the full range of IMIS HR functionalities is required. Proficiency in word processing and spreadsheet applications is also required.
