More Info United Nations Core Values: Integrity, Professionalism, Respect for Diversity Responsibilities Under the general supervision of Computer Information Systems Officer the incumbent is responsible for the following: A. Development and implementation of Human Resources (HR) Management automation systems for Field Personnel Division (FPD) and field missions personnel sections, including Field Personnel Management System (FPMS), Electronic Check-In Management System (eCiMS), other Lotus Notes based systems and databases and new modules of Nucleus: 1. Assists Information Management Unit (IMU) officers in system development and implementation processes for FPMS, eCiMS and Nucleus by performing system analysis, evaluation of user requirements, preparation of system specifications, development of data structures and dictionaries, definition of links and data dependencies, programming and debugging of FPMS and eCiMS code, development of data transformation services routines for Nucleus and other system functions using one or more programming languages with the specialization in Lotus Notes and MS DTS development environments. 2. Participates in system testing and debugging of new features and modules of FPMS, eCiMS and Nucleus: prepares testing plans and scenarios, evaluates program logic, functionality and suitability to FPD and field missions requirements, writes system documentation, including data-entry and verification procedures; prepares training materials and presentations, monitors system discussion databases and contributes to the discussions providing answers to questions raised by users in FPD and in the field. 3. Participates in system implementations in FPD and in the field: conducts training and performs data conversion for initial data loads, monitors implementation of and adherence by the users in FPD and in the field missions to FPD automation system guidelines and procedures, recommending and implementing corrective measures if a deviation from guidelines and procedures is detected; investigating systems problems and proposing solutions; and maintaining a log of system problems. Amending existing and developing new management reports based on the data from Nucleus and/or other sources and assisting IMU officers in daily administration and maintenance of the FPD automation systems. B. Support for FPD and field missions information systems in HR management: 1. Performs systems administration for HQs, field mission systems and FPD servers, including: installation and configuration of client components of the systems; creation of user accounts and related access rights for the authorized system users; provision of the network access rights for accessing of LAN-based systems; verification of the integrity and consistency of data processed through the supported systems; regular backup of the production data and program files; system troubleshooting and data recovery as needed; upgrade of the systems with the latest versions as required; maintenance of system and user documentation; users training and support, including: assistance to the users in the utilization of systems functions; preparation and submission to IMU officers of proposals for the systems enhancements, coordination with the missions Information Technology and HR staff of the above tasks in respect to the field systems. C. Participation in IMU Help Desk and other activities: 1. Provides zero level support for centrally distributed applications and systems where the first and subsequent levels of support are provided by the DFS Help Desk. Provides full support to FPD systems and applications, verifies and troubleshoots any hardware/software problems related to the installation of FPD specific system components on user computers. Acts as IMIS Security Liaison Officer, initiates requests for access to ODS, IMIS, CITRIX and other systems managed by ITSD for users in FPD and in the field missions. 2. Develops and distributes regular and custom-made ad-hoc statistical and other reports, performs other tasks as required and directed by immediate supervisors. Communication - Clear oral and written communication, excellent drafting, and good interpersonal skills to deal with systems users in FPD and in the field. Commitment to continuous learning - Demonstrated willingness to keep abreast of new developments in the field of information technology.

QUALIFICATIONS Education High School diploma or equivalent. Work Experience Several years of experience in system development and support, participating in at least one complete software development cycle from analysis to implementation in the HR management area. Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language, preferable French, is desirable. Other Skills The candidate must have good knowledge of currently used HR regulations, rules and procedures. Knowledge of relational databases and systems support required. Ability to program in MS SQL is desirable. Ability to develop applications in Lotus Notes and Lotus Script and MS DTS, HTML, JavaScript and ColdFusion highly desirable. Familiarity with UN office automation standards and systems including IMIS is highly desirable. Knowledge of C# in the MS .NET environment is desirable. Knowledge of FPMS, eCiMS and Nucleus, their usage and administration is highly desirable.
