Description The Chief Inspector is responsible and accountable for maintaining the mechanical integrity of fixed equipment and piping in the refinery by developing and implementing a plant wide fixed equipment inspection program. Responsibilities The Chief Inspector may be responsible for: * Developing and maintaining mechanical integrity procedures, guidelines, and work instructions * Setting standards and auditing procedures for positive material identification, welding, non-destructive examination (NDE) testing, and heat treatment requirements proposed for new construction and repair of facilities * Assuring compliance with codes, standards, and industry practices required in the inspection, construction, and repair of pressure vessels, piping, and other refinery equipment * Staying apprised of industry knowledge in the area of fixed equipment reliability via membership and participation in industry groups such as NACE and API * Performing fitness for service evaluations and risk based analyses of equipment * Ensuring document control systems and procedures are in-place, are accurate, and are maintained * Reviewing and editing of written inspection and turnaround reports and other related documentation * With appropriate stakeholders, developing and overseeing the 5-year look ahead on high cost equipment replacement items to allow for adequate capital and expense budgeting * Providing oversight for the inspection scope of equipment during unit shutdowns and turnarounds * Minimizing non-budgeted, unplanned equipment repairs identified during turnarounds by promoting thorough and well planned on-stream inspections prior to turnaround * Contributing expert advice on the selection and fabrication of materials, corrosion control, corrosion monitoring, non-destructive testing, and maintaining integrity of refinery fixed equipment * Recruiting, mentoring, and maintaining staff of qualified and properly certified inspectors and materials or corrosion engineers.
