Description: Title: Senior Program Schedule Analyst Location: NJ, Clifton Req Number: itti-00008972 Position Description: The Planning Group of ITT Space Systems Division is looking for a Program Schedule Analyst for its Clifton, NJ, location. As a Program Schedule Analyst, you will perform the lead role in planning and implementing a sound planning, financial review and control function to assist Program Management and Core Team in executing program control responsibilities. Guides the Program Manager in choosing planning alternatives as required by the program status impacts. Responsible for performing all or any combination of the program planning, scheduling, performance measurement and reporting functions required in the management of new programs or additions and deletions to existing programs. Provides direct support to Program Managers, handling specific management details of their programs and/or proposals. Must be familiar with all functional areas of the program such as program management, cost management, systems engineering, design engineering, software engineering, analysis, drafting, test engineering, fabrication, manufacturing, model shop, data and publications, and other pertinent supporting functions. SCOPE: Provides program planning guidance and analysis to Program Managers, Core Team, Functional Groups, and Customers. Includes all planning aspects of a specific program. May have responsibility for multiple programs. The work content of this job relates to all functions and all locations within SSD and requires contact and coordination with program management and unit functional management within ITT. Involves considerable contact with all levels within ITT where decisions require resourcefulness, tact and a working knowledge of polices, practices and procedures. Contact with the customer which requires a good understanding of the program and customer requirements. WORK PERFORMED: Responsible for implementation of the various program plans of a major program or programs to establish and define the business objectives and goals. Assist in defining, organizing and structuring the work elements required in response to Request for Proposals (RFPs), new program launches, and program replans and forecasts, resulting in a Work Breakdown Structure (WBS) consistent with program requirements and ITT cost control systems. Preparation and presentation of a program plan by graphical and/or statistical techniques which reflect the methods and time necessary to accomplish and fulfill program requirements. This effort establishes standards for performance (cost, schedule, technical) against which progress can be measured and in terms of which the necessary action can be taken. Prepares schedule status reports for the Program Manager, Core Team, and other functional managers outlining actual or potential problem areas relating to budget variances and potential cost overruns. Preparation and presentation of the Master Program Schedule (MPS) establishing start and end dates for each task, for each cost account package, and for each major activity; the preparation of detailed plans oriented to product, to organization, or to a combination of both. Analysis and reporting of the MPS will include, but is not limited to, critical path analysis, identification of tasks nearing the critical path and other items requiring team action, summary of key program milestones relative to prior reports, trend projected delivery of contractual products, reconciliation of critical resources/assets with program needs, generation of program review material, and reconciliation of plan with EVMS performance measurement reports. Develop potential solutions to problem areas and, with Program Managers concurrence, implement corrective actions. Prepares manpower and dollar budgets for all functional elements contributing cost input to the program; establishes and implements approved budgets in the program plan. Thorough knowledge of proposal process, participates in negotiations, bid strategy, and assists Business Management team on proposals. Ensures financial/schedule reporting is consistent with contractual obligations and company policies. Work products are project plans, project schedule analysis, program review data and related contractual plans/documents. Experience Requirements: Equivalent Education Level Required: B.S. in Business Administration, Industrial Engineering, Industrial Management, or Planning related area or minimum ten years technical/business related experience working in a project controls environment. Experience Required: - Minimum of six years in program planning and control and/or scheduling work, business management, or program/project management, preferably with Government contracts. - Experience with earned value management and familiarity with bid and proposals is preferred. - Industrial background should include experience in all aspects of Engineering and Manufacturing/Production environments. Knowledge Required: - Thorough knowledge and application of accounting principles, Earned Value Management, proposal process, government financial reporting with general knowledge of government contracts and procurement regulations. - Experience with Microsoft Office, pricing, and financial management tools. - Strong knowledge and understanding of project scheduling and/or program planning and control methods and techniques. - Must be able to learn and use personal computer and software associated with this position (e.g. MSProject 2000/2003 Professional, Excel, occasional PowerPoint). - Must have good written and verbal communication skills, strong interpersonal and organizational skills, and demonstrated ability to think analytically and convert complex data to actionable information.
