Supervisor shall exercise functional supervision over regional contract administration/purchasing staff activities to secure optimal cost savings, win-win negotiations and proper issuance of Master Service Agreements, General Services Agreements, and Material/MRO purchases for internal customer base in accordance with corporate procurement designated guidelines to ensure execution of purchasing policies, strategic sourcing, negotiation, adherence to SOX controls and the appropriate use of enterprise technology while analyzing the financial impacts of contracted services and material purchases. ? Supervisory Responsibilities: o Manage the procurement of materials, products and services necessary for the operation of the business unit or assigned project through the bidding process, negotiations and/or alliances/pricing agreements without direction o Supervise and expedite the purchase of material, manage delivery process and provide status updates to requestor, in a timely manner o Delegate specific tasks, objectives and projects to team members as appropriate o Develop standardized processes and procedures in accordance with corporate guidelines/policies to drive consistent and effective procurement activity & increased customer satisfaction o Participate in the continuous improvement of existing company standards, without direction o Monitors employee performance, address performance issues/personnel actions & conduct timely evaluations o Provide leadership, guidance, ongoing training, coaching, counseling and development of staff o Provide functional advice and/or training to other regions and national procurement team as requested o Train and coach procurement staff to ensure the most cost effective material and service related acquisitions o Assist staff and customers in meeting objectives of cost control, quality, and schedule without direction o Assist in selecting and hiring regional staff o Make recommendations for salary increases, transfers and terminations to manager o Foster an environment of teamwork and open communication on a regional and national level o Plan & implement activities related to the procurement of materials, parts, components & services o Develop training materials and train customers on requisitioning, receiving and inventory procedures o Responsible for maintaining a positive work environment and promoting a customer focused culture/climate ? General Responsibilities: o Attend Engineering/Operations project meetings and become involved in projects, maintenance, and operations in the planning stages o Develop new sources for the materials, products and services being requested without direction o Develop, measure and document cost savings (metrics) on services and materials without direction o Work with Inventory Control & Surplus Material group on Excess and Obsolete (E&O) process and mitigation strategies o Manage vendor quality program including vendor performance for: on time delivery, invoicing errors, material quality issues, documentation issues, and compliance with the Kinder Morgan AML o Negotiate contractual agreements and purchase orders for within corporate guidelines for favorable cost impact to company o Ensure there is proper 1) business case, 2) risk management, and 3) compliance components in place for each contract o Ensure for each agreement that procedures are followed for integrity of all company designated applications, specified requirements as well as execution & documentation o Ensure adequate Scopes of Work are in place for all agreements o Recognize gray areas in contract language and choose appropriate course of negotiation utilizing Legal Department & Risk Management if necessary o Execute service Work Directives, issue Purchase Orders for materials, input and maintain necessary data in the Kinder Morgan Enterprise Resource Planning (ERP) system o Manage the regional RFP/RFQ process & enhance vendor relationships to ensure the most competitive and qualified suppliers/service contractors o Input and maintain necessary data in company ERP system and participate in testing upgrades o Promote Procurement services throughout the organization and perform company-wide and location specific spend analysis o Attend procurement related meetings &/or events o Maintain strict confidentiality, regular & dependable attendance and a high level of performance o Maintain a high regard for personal safety, for the safety of company assets and employees, and general public o Other daily, weekly, monthly or special project duties as may be assigned Educational Requirements(minimal requirements and any additional education or training that would be helpful)

? A four year College Degree is preferred. High School diploma or equivalent is required. Job Requirements(specific experience, skills, knowledge, certifications, licenses, competencies, working conditions)

? Minimum 8-10 years experience in Contract Management and Material Management ? Must have knowledge of services contract law and contract terms and conditions and material purchasing ? Must be able to prioritize, multi-task and manage purchases & contract load independently, while providing timely and accurate turnaround on tasks with strict deadlines without supervision or direction ? Strong interpersonal, team leader, negotiation skills with the ability to work with all levels of management and employees in corporate, regional & field offices ? Excellent written & verbal communication & presentation skills ? Must be self directed, take initiative and be an • out of the box? thinker ? Proven distance management skills ? Must have the ability to handle stressful work environment and to resolve conflict in a win-win manner ? Must have demonstrated analytical skills and logical thought processes associated with the development/utilization of performance measures and identifying/resolving complex and sensitive issues/problems ? Must be able to work cooperatively with other people in a team environment as well as independently with attention to detail ? Must be able take direction from management, focus attention on details, follow work rules, and adhere to work schedules including overtime ? Must be able to identify expectations in an employee/employer relationship and perform all essential functions of the job Demonstrated Intermediate or Advanced Proficiency in Microsoft applications (Word, Excel, Outlook, Access, Power Point) for the purpose of word processing, spreadsheets and information retrieval ? At least 25%% travel is required and anticipated ? Successful completion of a drug screen, background & credit check is required for this position ? Required to carry cell phone and respond as needed during working and non-working hours ? May be required to work additional hours on short notice to meet the needs of the internal customers or for emergency response ? Must possess and maintain a valid drivers license, and a driving record satisfactory to the company and its insurers Preferred Experience, Skills and Knowledge(above the minimum requirements; not required, but advantageous in this position)
