I take it that what is happening is that the wheel is not moving the pane
which you wanted. Agent is moving the pane which has keyboard focus,
not the pane directly under the mouse pointer. Apart from this, the
movement is steady, not wild.
With most mouse drivers, Agent moves the pane which has keyboard focus.
Some mouse drivers have an option to always scroll the pane under the
mouse pointer. This mouse driver option is known as "universal scrolling".
If your mouse driver does not have this option, download and install
katmouse http://ehiti.de/katmouse/
Your other apps have "universal scrolling" built into the application,
regardless of which mouse driver you are running.

Been reading the History books have we - obviously not been there recently but in some
instances I fully agree but only those that attend the local school which should be
renamed Bugger Bognor Regis Community College but the arseholes couldn't spell it.

Or that most of the regulars do not have this problem.
I suspect it may be something particular to the OP and a
smallish number of other users. Jamie's suggestion that
it may be the AV is worth checking out.
FWIW I am running AVG. AVG doesn't do this to me.
