"Manhunt for suspect who shot sheriff...", read a headline this
morning.
Is he (she?) a suspect or a criminal?
If a suspect, then it's not certain he shot the sheriff.
And if it's certain he shot the sheriff, then he's a criminal, not a
suspect.
More properly, "...for person who shot sheriff".

Not quite. It will be for a court to decide whether the shooting
was a criminal act, and if so what type of criminal act it was.
The person might be unequivocably identified as the shooter, but
only suspected and then accused of manslaughter, murder, or
whatever. The court will study the available evidence and decide
whether it is enough to convict the shooter of a crime.

Well you know there were three manhunts on today for a suspect:
one for the suspect who was seen shooting the deputy,
one for the suspect who was seen shooting the sherif,
and one for the suspect who was seen shooting the judge.
What the suspect was suspect of is not known,

That presumes that the shooting was criminal, which is up to a court
to decide.
