Nope, they have to be made from shredded potatoes (in my North American
experience).

Hash Browns are shredded potatoes, pan-fried or cooked on the grill. I've
never seen or heard of rice being used instead.

I have often seen them made from potatoes that have been cut into
small chunks, not shredded. (Canada).

Very common in this area. The form of "hash browns" seems to be
determined by the specific restaurant and not by any general rule.

In my experience, more upscale American restaurants cook them that
way, instead of cooking shredded potatoes. They are often cooked
together with fried onions.
