It's to make him look as what the writers see as the ultimate evil--something that is completely inhuman, like Doomsday. But the writer's fail to realize that something inhuman isn't really evil, it's just inhuman. The writers still don't know how to write Lex as an intelligent villain, but they seem to be doing a good job with Tess.
