The episode never explains who the wave guy is who identified Jim as a PI,
but the paperback novel based on the episode does.

The novel identifies him as one of the local cops with whom Jim frequently
clashes during cases. Presumably we were supposed to recognize him as
another Diel- or Chapman- type character, but the series neglected to
provide us with the information we'd need to know that.
