After ten years of bitching at City Hall, I finally lucked out and
called on a day when the head beaurocrat was taking a long weekend due
to tomorrow's primary. This was the guy who'd been giving me the
run-around all this time.

The acting guy in charge dispatched a crew, where they discovered that,
yes, since they separated the storm drain from the sewer system in 1998,
my sewage (and that of everyone who lives on my street) has been flowing
directly to the Kanawha River, and not to the waste water treatment
center.

They flushed dye down my toilet, and we watched it come out the wrong
drain this morning.

So now the city has a choice, fix this ASAP, or be prepared to deal with
the EPA levying fines left and right.

And once they get it fixed, then my basement finally gets converted to a
Joe Room/recording studio.

And it only took ten years....and counting.

Too bad you don't have any documentation of your constant complaints
over the past 10 years. You could set the EPA on the city for their
negligence. Sounds to me like some head bureaucrat needs to get his
butt fired.

Stir it up. Do it for the poor SOB's who live downriver from you...

You just described about seven places I can think of. :-)

I'd imagine that you're talking about the Nitro/St. Albans bridge, which
is about ten miles downstream from me. That smell is partly from the
Electic Plant, which has coal scrubbers that keep emitting colorful and
odiforous plumes and partly from some chemical plants in the area. That
place was really bad when I was a kid. Now it's merely awful.

I do have the documentation, but I'd rather the city's money go to
fixing the problem instead of paying fines. The contractor that did the
job is out of business, so the city would take the hit--plus, I still
have to live here. I'd rather they be grateful that I didn't complain to
the EPA, than not be able to get cops or firemen to come to the house
when I need them.
