The Eugenics Wars-A Brief History

I have devoured volumes 1 and 2 of the Eugenics Wars by Greg
Cox.While
the story is engrossing and well-written I still have a pet-peeve.The
Eugenics Wars have always before(in the original series episode Space
Seed,Star Trek II :The Wrath of Khan,and other novelizations) been
presented as a world-wide conflict that caused major damage.Khan and
the eugenic supermen were well known figures and their reign was very
public.I realize Cox has tried to blend the OTL history of the 1990's
with Star Trek-but its pretty clear the world of Star Trek has some
major differences from where our world is today(non-withstanding a
future nuclear war in the 2050's).Does anyone have any ideas for a
timeline where the Eugenics Wars are a public event? Heres a brief
one
I came up with.

The Eugenics Wars-A Brief History

April 30th 1991-A young charismatic man named Khan Noonien Singh is
elected to India's parliment.

My thing has always been this: up until "First Contact," Roddenberry, Berman
and the rest were pretty much all over the board with when WWIII happened.
"Space Seed" put it in the 1990s. "Encounter at Farpoint" put it at the
2070s. They finally settled for the mid 21st century and have stuck to it
since.

Now, here's my spin: have the Eugenics thing become a part of the broader
conflict of the mid 21st century. WWII wasn't JUST about the fighting the
Germans and Europe. We fought the Italians and Germans...
