When "The Cage" pilot was filmed, Roddenberry's original idea was to
implement the bridge information displays with slide projectors. It
looked pretty impressive for its time, with the crew standing there
watching the "readouts." Most of that was eliminated for the TV series
because it required too many human operators to control everything with
the electronics they had in the mid 1960s.

You could also see that with the movies "2001: A Space Odyssey" and the
sequel, "2010."

In "2001," the cascading visual displays for the HAL 9000 computer were
implemented with little rear-projection films, which looked pretty
impressive. In "2010," they "improved" this to use CRT screens, which
introduced all the artifacts you listed when you try to film a scene
with CRT screens in it.
