Well, amateur astronomers watching Apollo 13 (explosion of oxygen
tank) from Earth saw it as a big cloud that only dissipated very
slowly.
Also, rocket upper stages routinely vent their excess propellant after
delivering their payload (to keep from exploding and creating more
space junk), and those are widely reported to look like comets from
the ground (many UFO reports have been traced to this.)
So billowing might be a bit much, but there are clouds in space, at
least for a while.
